Natural Gas

History
In 1957, Greer CPW signed a contract with Patterson-Ford Construction Company to build a natural gas transmission line and distribution system. Gas distribution began shortly thereafter with seven district regulator stations and a city gate station. The present gas distribution system has grown to three main gate stations, approximately 105 distribution stations, and approximately 450 miles of gas pipeline.

Service Area
The City of Greer, with northern boundaries extending to the City of Landrum near the North Carolina border and current service extending north on Highway 290 to Tygerville Road and along Highway 14 North to Highway 11 in the Gowensville community; southern boundaries extending to the area known as Crescent near the town of Woodruff; eastern boundaries extending to Wellford and western boundaries to the Enoree River, including the Taylors area.

Since gas prices are ultimately determined by trading in the open market similar to the stock market, prices may stray away from CPW’s base rate structure. A Purchased Gas Adjustment, or PGA, is a method of rate recovery which provides protection for Greer CPW and its customers from a wide fluctuation in gas supply costs. This PGA may be either a charge or credit making up the difference in market pricing and will be included in the monthly gas bill.

This includes up to 200 feet of pipe installation from the gas main to the customer’s meter. Any additional footage will be charged at a rate of $2 per foot.

Connection Fees — Residential $25
In addition to paying the connection fee, the customer must produce a satisfactory letter of credit or pay a deposit.
If a customer does not have current service with CPW, the residential connection fee is $25. If the customer has current service with CPW, the gas connection fee is $15.

The standard connection fee for a commercial customer is $35. If the customer has current service with CPW, the gas connection fee is $25.
The gas-tap fee and connection fee include running gas service lines from the CPW’s gas main to the customer’s house or building, and setting the gas meter. Each customer will need to sign a Utility Installation Provision form before any excavation can take place. This form relieves Greer CPW of any damage that could occur to your property during the installation of lines.

CPW’s rates are made up of two components - our fixed operational costs to deliver the gas to our customers and the actual cost of natural gas. The actual cost of natural gas fluctuates throughout the year based on market trading conditions and other factors. Our operational costs include construction, metering, maintenance and other support services. This is a fixed cost recovered in our rates and it does not change based on natural gas market conditions.

Our rates are designed so that the actual gas cost is paid by the customer. We build the anticipated cost of natural gas in our base rate and recover wild market fluctuations through the Purchased Gas Adjustment (PGA). The PGA is a method for CPW to recoup or refund any significant change in the market cost of natural gas, while maintaining our approved rates for operations. Instead of adjusting our rates on a monthly basis, we maintain the same base rate and use the PGA to reflect changes in the market price of gas. For instance, our typical rate for gas in Greer is $1.047 per therm. About 45 cents of this is the estimated cost of gas. If the market drives the national gas price, say, 20 cents higher or lower, a PGA will be added as a 20 cent charge or credit accordingly.

A Therm is the billable unit for natural gas and is equal to approximately 100 cubic feet of natural gas. A therm will produce approximately 100,000 BTU’s of energy when used in high-efficiency appliances. Typical gas meters register consumption in units of 100 cubic feet. That is to say a meter that reads 65 therms from one month to the next, actually registered 6,500 cubic feet of natural gas.

Service Call Fees
There will be no charge for leak calls unless service is performed for customer-owned piping and equipment. A one-hour minimum charge will be applied for all calls except leak calls.
