Jeffery M. Howell, Chairman
Jeff Howell has served as a Commissioner for Greer CPW since Jan. 1, 1998 and currently is serving as Chairman. He is a Realtor with Langston-Black Real Estate, Greer. He served with the Greer Lions Club where he held several positions, Club President 1987-88, elected “Lion of the Year” 1993-94. Served on the Greer Zoning Board, former Chairman of the Greer Zoning Board of Adjustments and Appeals and former member of Partnership for Tomorrow Board of Trustees. Presently serving as a Director with the Greer Development Corporation, member of the American Public Power Association, member of the Western Carolina Sewer Ad Hoc Advisory Committee, and member of the Greater Greenville Association of Realtors. He is a member of First Presbyterian Church Greer where he has served as an elder, former Chairman of the Strategic Planning Committee and former Chairman of the Deaconate.

Eugene G. Gibson, Commissioner
Gene Gibson has served as a Commissioner since September 1, 1982, also previously serving as Chairman. Formerly Sr. Vice President of First Savings Bank. Served two years as Chairman of the Board of Trustees of the Greenville County Library in addition to two other years on the Board. Served as Vice Chairman and Director of the Greer Chamber of Commerce, currently serving as a Director of the Greater Greer Development Corporation, where he served previously as Interim President. Member of the Greater Greenville Association of Realtors and was a broker associated with Linda Dillard and Associates, Inc. in Greer, from which he is now retired. He is also a Member of First Baptist Church where he serves as a Deacon, Sunday School teacher, and choir member.

Perry J. Williams, Commissioner
Perry Williams is the President of an international textile consulting firm which he founded in 1999. A U.S. Navy Veteran, he served on Greer City Council from 1998 to 2002 and is a graduate of the South Carolina Municipal Elected Officials Institute. He serves as Vice-Chairman of The Greer Trust Board and is a member of The Partnership for Tomorrow, recently serving on the Strategic Planning Task Force. Williams also served on the PFT Implementation Cabinet from 2000 to 2002. He was a founding member of the Greer Historic Review Board, later known as The Greer Board of Architectural Review, serving as Chairman. Perry has been completed the AWWA’s Public Official Certification Program. He is a member of Christ Church Episcopal, is the Boy Scouts of America Scoutmaster of Troop 511, and is a member of the Blue Ridge Council Executive Board. He received the District Award of Merit and the Blue Ridge Council Reedy Falls District 2008 Scouter of the Year Award.

Nick W. Stegall, General Manager
Nick Stegall is General Manager of the Commission of Public Works. Previously employed by the City of Rock Hill, SC as Utilities Director for 13 years and as Public Services Administrator managing the Utilities and Public Works Departments for an additional 5 years. Served as City Manager / Utilities Director for Camden SC for 2 years. Worked for South Carolina Electric and Gas Company from 1978 to 1989 in various capacities including Group Manager of the Southern Districts. Presently serves as Board Member and Vice Chairman of Piedmont Municipal Power Agency. Serves on the Board of the Greer Development Corporation and the Greater Greer Chamber of Commerce. Serves on the Board of South Carolina Association of Public Power Suppliers. Member of American Water Works Association and American Public Power Association.
