Leadership
Eugene G. Gibson, Chairman
Gene Gibson has served as a Commissioner since September 1, 1982, also previously serving as Chairman. Formerly Sr. Vice President of First Savings Bank. Served two years as Chairman of the Board of Trustees of the Greenville County Library in addition to two other years on the Board. Served as Vice Chairman and Director of the Greer Chamber of Commerce, currently serving as a Director of the Greater Greer Development Corporation, where he served previously as Interim President. Member of the Greater Greenville Association of Realtors and was a broker associated with Linda Dillard and Associates, Inc. in Greer, from which he is now retired. He is also a Member of First Baptist Church where he serves as a Deacon, Sunday School teacher, and choir member.
Jeffery M. Howell, Commissioner
Jeff Howell has served for 15 years in the Greer Lions Club, club President 1987-88 and was elected “Lion of the Year” during 1993-1994. Served on the Greer Zoning Board and former Chairman of the Greer Zoning Board of Adjustments and Appeals. Presently is a Member of Partnership for Tomorrow Board of Trustees, the American Public Power Association, and a Member of the Planning Committee with the Upstate Roundtable. He is a Member at First Presbyterian Church Greer where he has served as an elder, past Chairman of the Strategic Planning Committee and former Chairman of the Deaconate.
David Duncan, Commissioner
David Duncan has served as a Commissioner for Greer CPW since May 1, 1974. Profession: Environmentalist with S.C. Department of Health and Environmental Control in Greenville, SC.
He has served as president, vice president, treasurer and chairman of several committees in the Kiwanis Club, former Chairman of Finance Committee at Memorial United Methodist Church, Board Member of Greer Community Ministries, serving on Greenville Technical College Advisory Board, Member of Greenville Symphony Association Board, former Member of the Board of Directors of Goodwill Industries of Upper South Carolina, and patron of the Greenville Little Theater. Formerly served as director of The Bank of Greer and United Carolinas Bank. Presently serving as a Regional Director of BB&T, Member & former Chairman of the Board of Piedmont Municipal Power Agency, presently a Member of Partnership for Tomorrow Board of Trustees, Member of the National and South Carolina Environmental Health Association, Member of American, Mid-Atlantic, and South Carolina Mosquito Association, member of the American Public Power Association, Greer Chamber of Commerce Board of Directors, Woodmen of the World, United Commercial Travelers.
H. Jerry Balding, General Manager
Jerry Balding is General Manager of Commission of
Public Works and has served in this capacity since July
1988. Previously employed by Seneca Light and Water
Plant as Director of Utilities, August 1974 to July
1988. Served as City Administrator for the City of
Seneca from May 1981 to April 1986. He began his career
by working with Duke Power Company from 1964 to 1974.
Presently serving as alternate Board Member of Piedmont
Municipal Power Agency, Advisory Board of Greenville
Technical College, serving as Chairman of Board of
Directors for the Greer Development Corporation,
presently a Member of Partnership for Tomorrow Board of
Trustees and a member of the Board of Directors for the
Piedmont Center for Mental Health Services. Member of
American Water Works Association, American Public Power
Association, American Gas Association, Greater Greer
Chamber of Commerce, South Carolina Water and Pollution
Control Authority.
