During a recent commissioners meeting, Greer Commission of Public Works (CPW) General Manager Marc Regier reflected on his eight years with the utility – including his first year as General Manager – noting exponential growth, safety improvements, and significant capital investments during his time at Greer CPW.
“I am extremely proud of the progress we have made over the past eight years. What is even more noteworthy is that these improvements and strategic investments have been accomplished without the need for any rate increases to our customers. As we look ahead, we remain firm in our commitment to delivering safe, reliable, low-cost utility services that meet and exceed the highest standards,” Marc Regier said.

Water Department Highlights
- Installed 23,500 advanced metering infrastructure (AMI) meters, enhancing accuracy and efficiency.
- Deployed more than 1,000 acoustic leak detection (ALD) meters to proactively detect and manage water loss.
- Achieved 24% customer growth.
- Enabled automatic leak detection notifications for customers when leaks are found near their meters.
Electric Department Highlights
- Currently serving more than 25,660 electric customers.
- Now the second largest municipal electric utility by customer count in South Carolina.
- Added two new electric substations to support system reliability and future growth.
- Maintaining some of the lowest electric outage occurrences and durations in the area.
- Some of the lowest electric rates in the area.
Natural Gas Department Highlights
- Serving more than 32,680 natural gas customers — now the largest municipal gas system in both North and South Carolina.
- Ranked among the top 30 largest public natural gas systems in the United States.
- Installed more than 132 miles of new gas mains.
- One of fastest leak response times in South Carolina.
Wastewater Department Highlights
- Increased average daily flows from 2 million gallons per day (MGD) to more than 3 MGD.
- Expanded the number of lift stations from 18 to 32 to support growing demand.
- Increased number of permitted industrial customers from 3 to 9.
- Wastewater treatment plant expansion underway to support 7.5 MGD capacity.
- Performed video inspection of more than 100 miles of wastewater lines in the past two years to assess infrastructure.
- Currently serving more than 15,560 customers with wastewater service.
Investment Highlights
- Awarded more than $17.5 million in grant funding.
- Invested $175 million into infrastructure with an additional $54 million planned for 2025.
- Supported 234 new development projects, including large-scale residential and commercial growth.
- Implemented policies to ensure new developments do not financially impact existing customers.
Support Department Highlights
- Enhanced customer communication through increased social media presence and branding efforts.
- Expanded bill payment options with addition of three self-service kiosks, CheckOut, and FlexPay.
- Converted the billing department internally to 100% paperless operations.
- Upgraded billing and internal software to boost employee efficiency, collaboration, and workflow.
- Updating in-ground utility data using real-time kinematic (RTK) GPS to improve location accuracy and safety.
- Established consistent office hours at Lake Robinson.
